Armed Groups
Over forty rebel groups and the armies of nine nations fought in Congo at the height of the Congo Wars. Rebel groups remain in the east with various size, capacity, and degree of internal and external support. Most militias are the result of political instability, poor infrastructure, and insufficient security. Many sustain themselves by exploiting resources and terrorizing local populations. Every major force in eastern Congo has an egregious human rights record with impunity reigning in the weak Congolese judicial system. However, preliminary reforms have been implemented within the Congolese armed forces, FARDC, and the United Nations peacekeeping mission in Congo, MONUSCO, resulting in improved security and civilian protection.
